Reestablishes the Open Choice Voucher pilot program by June 15, 2026, designating 20 rental assistance certificates over two years for low-income families participating in the interdistrict public school attendance program

Expands eligibility beyond the Hartford region to families statewide who want to move to the town where their child attends school through the interdistrict program

Requires families to have participated in the interdistrict school program for at least one year and provides access to residence mobility counseling

Distributes certificates in two phases: 10 during the 2026 school year and 10 during the 2027 school year as existing certificates become available

Mandates interim and final reports to the General Assembly by August 31, 2026 and August 31, 2027, covering program implementation, utilization rates, and demographic data of participants
