Prohibits municipal planning commissions from requiring the transfer of land to the municipality as a condition of subdivision approval, effective July 1, 2025

Eliminates the existing option allowing commissions to accept fees up to 10% of fair market value or land transfers in lieu of open space requirements

Repeals Section 8-25b of the general statutes, which governed the open space fee fund provisions

Removes exemptions that previously applied to family transfers of subdivisions under five parcels and subdivisions with 20% or more affordable housing

Retains commission authority to require open spaces, parks, and playgrounds to be shown on subdivision plans, but removes the fee/land transfer alternative
