Every Connecticut town, city, or borough must adopt an ordinance creating a fair rent commission, joint fair rent commission, or regional fair rent commission by January 1, 2028

Expands the existing fair rent commission requirement from only municipalities with 25,000+ population to all municipalities regardless of size

Fair rent commissions investigate complaints and control excessive rental charges on housing accommodations, including mobile manufactured homes and park lots, excluding seasonal rentals (120 days or less per year)

Commissions have authority to compel attendance at hearings, issue subpoenas, administer oaths, and issue or modify orders

Within 30 days of adopting the ordinance, municipalities must notify the Commissioner of Housing and transmit a copy of the ordinance
