Insurance Commissioner must conduct a study comparing Connecticut health carrier coverage guidelines to evidence-based guidelines in other states

Study must examine utilization review transparency measures and feasibility of revising time limits for health carriers to review nonurgent and urgent care requests

Study must assess mandated health insurance coverage for life-saving medical treatment or services, unless medical evidence justifies denial

Insurance Commissioner must report findings to the General Assembly's insurance committee by February 1, 2026

Act takes effect upon passage and received Joint Favorable recommendation from the Insurance and Real Estate Committee
