Amends Section 31-349g of the general statutes to add a new definition of "tortfeasor" as a third party liable in tort for an injury to an employee

Changes terminology in the paid losses credit provision from "third party" recoveries to "actual recoveries from tortfeasors"

Maintains existing definitions for insured employers, self-insured employers, paid losses, Second Injury Fund surcharge base, direct written premium, and self-insurance groups

Preserves the State Treasurer's authority to adopt regulations for assessing employers for Second Injury Fund liabilities, with assessments allocated based on percentage of paid losses

Effective upon passage
