Requires six state agencies (Department of Public Health, Children and Families, Mental Health and Addiction Services, Revenue Services, Correction, and Labor Department) to post job vacancies within 10 days of occurrence

Applies to non-appointed positions (excludes those appointed by the Governor or General Assembly members)

Requires teaching positions within the Technical Education and Career System to follow the same 10-day posting requirement

Preserves existing collective bargaining agreements in effect on July 1, 2025, for their duration
