Increases Governor's appointments to the Health Care Cabinet from five to seven members, including representatives for community health centers, insurance producers, state-wide community nonprofits, and two from the health care industry

Expands legislative appointments by adding one additional appointee each for the president pro tempore of the Senate and the speaker of the House of Representatives

Adds the Behavioral Health Advocate as a new ex-officio voting member and removes the nonprofit liaison to the Governor from the nonvoting members

Replaces five appointments previously made by the SustiNet Health Partnership board of directors with two appointments made by the Commissioner of Health Strategy

Removes the requirement for the Cabinet to evaluate feasibility of implementing a basic health program option under Section 1331 of the Affordable Care Act
