Redefines "termination of services" to include cessation for either a combined total of more than 180 days within any consecutive two-year period, or 30 or more consecutive days

Creates an expedited CON review process for applications addressing significant unmet healthcare needs or involving CT/MRI scanner acquisitions, with decisions required within 30 days of receiving a complete application

Strengthens hospital transfer of ownership requirements by mandating denial of CON applications unless the affected community is assured continued access to high quality and affordable healthcare, with consideration of staffing impacts and market consolidation effects

Increases the maximum cost for independent consultant services conducting cost and market impact reviews from $200,000 to $300,000 per application, with various effective dates ranging from passage to October 1, 2025
