Raises the threshold for "large capacity magazine" from more than 10 rounds to more than 15 rounds of ammunition, effective October 1, 2025

Adds a new exemption allowing transfer of large capacity magazines within Connecticut between licensed gun dealers, gunsmiths, manufacturers, and those who have declared possession to the Department of Emergency Services and Public Protection

Creates a new exemption for ammunition sales to patrons of firing or shooting ranges, provided the ammunition is sold, obtained, and discharged at that range

Maintains existing exemptions for law enforcement, military, corrections officers, nuclear facility security, and federally licensed firearms manufacturers

Retains criminal penalties: class D felony for distributing, importing, or selling large capacity magazines; class D felony for possession by those ineligible to possess firearms; class A misdemeanor for possession by eligible persons
