New highway work zone and roadside vehicle safety awareness program required for all applicants for motor vehicle operator's licenses or instruction permits, and for drivers convicted of work zone or roadside safety violations, effective October 1, 2025

Safety awareness program must cover safe motor vehicle operation principles, highway work zone dangers, proper emergency vehicle interactions, and include testimonials from highway workers and their families, concluding with a written or electronic test

Organizations and drivers' schools seeking certification to offer the program must pay a $350 application fee, maintain a $50,000 surety bond, and obtain a two-year certification from the Commissioner of Motor Vehicles

Drivers convicted of work zone or roadside violations who complete the program face license suspensions of 30, 60, or 90 days for subsequent moving violations within 36 consecutive months
