Expands money transmission licensing requirements to cover digital wallets and consumer payment mobile applications, adding new definitions for "digital wallet" and "virtual currency control services vendor" effective October 1, 2025

Prohibits Connecticut state government and political subdivisions from accepting virtual currency payments or investing/holding reserves in virtual currency

Extends virtual currency disclosure and consumer protection requirements beyond kiosk operators to all licensees receiving, transmitting, storing, or maintaining custody of virtual currency, including mandatory fraud warnings and transaction receipts

Caps virtual currency kiosk fees at 15% of transaction amount and sets daily transaction limits of $2,000 for new customers and $5,000 for existing customers, with mandatory refund rights for fraud victims within 72 hours of registration

Requires money sharing application operators to verify parental consent for minor accounts (under 18) and delete minor accounts within 30 business days upon request from the minor or parent/guardian
