Establishes a working group to develop an economic development and tourism plan for the greater Mystic area, defined as the towns of Groton and Stonington

Plan must include proposals for expanding tourist destinations, examination of transportation options to ease traffic congestion (water taxis, parking structures, bike lanes, trolley services, train access), and analysis of parking and traffic alternatives

Working group membership includes Commerce Committee chairpersons, Commissioners of Transportation and Revenue Services, chief elected officials of Groton and Stonington, and local traffic authority representatives from both towns

All initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Working group must submit a report with legislative recommendations to the Commerce and Transportation committees by February 1, 2026, at which point the group terminates
