Creates a new category of "independent expenditure political committee" that may make unlimited independent expenditures to support or defeat candidates, referendum questions, or political parties, and may coordinate with other independent expenditure political committees

Requires 24-hour reporting of independent expenditures exceeding $1,000 in aggregate during the period from June 1st of an election year through the day after the primary or election, with civil penalties up to $20,000 or twice the expenditure amount for late filings

Mandates disclosure of the five largest covered transfer donors ($5,000+ aggregate) on political communications made within 90 days of a primary, election, or referendum

Removes the aggregate $30,000 cap on individual contributions to candidates per election cycle while maintaining individual per-candidate contribution limits ($3,500 for Governor, $2,000 for statewide offices, $1,000 for state senators, $250 for state representatives)

Establishes that business entities and organizations may make unlimited contributions to independent expenditure political committees, while maintaining existing prohibitions on direct contributions to candidates
