Office of Workforce Strategy must convene a working group to develop a plan and recommend legislation for a grant program to increase paid internships and work-based learning opportunities for postsecondary students

Working group membership includes employers, chambers of commerce, Connecticut State Community College, Connecticut State University System, UConn, independent higher education institutions, nonprofit organizations, and regional workforce development boards

Plan must examine existing paid work-based learning programs, assess needs by industry and region, and develop a model specifying employer and student roles and responsibilities

Grant program recommendations must address the award process for employers, student eligibility requirements, grant amounts, and total funding needed

Office of Workforce Strategy must submit the plan to the General Assembly's higher education and employment advancement committee by January 1, 2026, at which point the working group terminates
