Connecticut higher education institutions must establish a process allowing victims who are not students or employees to report sexual assault, stalking, or intimate partner violence committed by a student or employee of the institution

Non-affiliated victims who report such incidents must be provided detailed procedures for initiating or participating in the institution's investigation and disciplinary proceedings

Both the reporting victim (including non-affiliated victims) and the responding student must be informed in writing of disciplinary proceeding results within one business day of conclusion, in compliance with FERPA requirements

The bill amends existing Section 10a-55m(b) of Connecticut general statutes governing campus sexual assault policies, effective July 1, 2025
