Establishes a commission effective July 1, 2025 to study and make recommendations on creating a "HUSKY for All" single-payer universal health care program open to all Connecticut residents

The proposed program would eliminate deductibles, copayments, and coinsurance; incorporate prescription drug price controls; and consolidate oversight under one public or quasi-public entity

Commission membership includes approximately 30 members representing state agencies, legislators, healthcare providers, hospitals, patient advocates, labor unions, private insurers, businesses, and academic experts

Commission must study current health care spending and financing, develop a financing methodology (including potential employer/employee taxation), compare costs to current systems, and assess impacts on uninsured residents and the labor market

Commission must report findings and recommendations by January 1, 2026 to the Office of Health Strategy and relevant legislative committees, after which it will dissolve
