Commissioner of Health Strategy must develop a strategic plan to increase birth centers and birthing hospitals in areas with high Medicaid populations and limited access, identifying barriers, state incentives, and nationwide best practices

Report due to General Assembly by January 1, 2027, with recommendations and estimated state appropriations needed to open more birth centers and birthing hospitals in underserved areas

Expands the Connecticut Fatherhood Initiative (CFI) Council's objectives to include "expanding the role of fathers in supporting maternal health"

Grants awarded through the CFI program may now fund services promoting fathers' role in supporting maternal health, in addition to existing programs for employment training, parenting classes, and financial literacy
