Establishes a task force to study whether the State Bond Commission should have authority to issue surety bonds for private developer housing construction projects backed by Connecticut's full faith and credit

Task force will also examine creating an alternative bond issuance process for housing construction that bypasses State Bond Commission allocation

Task force consists of 10 members including legislative appointees, the Commissioner of Housing, a Treasurer appointee, and the Secretary of the Office of Policy and Management

Initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Report with findings and recommendations due to the joint standing committees on housing and planning/development by February 1, 2026, at which point the task force terminates
