Adds "revenue neutrality clauses" to the list of prohibited provisions in health care contracts effective July 1, 2025, joining existing bans on all-or-nothing clauses, anti-steering clauses, anti-tiering clauses, and gag clauses

Revenue neutrality clauses are defined as contract provisions requiring health carriers or health plan administrators to indemnify or hold harmless health care providers

Requires the Commissioner of Health Strategy to submit aggregated payer data annually to the Insurance Commissioner starting March 1, 2026, including data on total health care expenditures, primary care spending, and net cost of private health insurance

Authorizes the Insurance Commissioner to engage actuaries or independent experts to audit the health care data received from the Commissioner of Health Strategy

Audit reports must be submitted to the Insurance Commissioner, Commissioner of Health Strategy, and General Assembly committees on insurance and public health
