Public health fees paid by domestic health insurers and health care centers will be gradually shifted from the Insurance Fund to the General Fund over five years, starting July 1, 2025, with one-fifth transferred each fiscal year until fully deposited in the General Fund by July 1, 2029.

Payment for the Office of Health Strategy will similarly transfer from the Insurance Fund to the General Fund over a five-year period beginning July 1, 2025, in one-fifth increments annually.

Domestic health insurers and health care centers must report insured or enrolled lives to the Insurance Commissioner annually by September 1, excluding Medicare, Medicaid, workers' compensation, and Medicare Part C enrollees.

Late filing penalty of $100 per day applies for failure to timely submit the annual insured lives report.

Civil penalty of up to $15,000 may be imposed for non-good-faith discrepancies in reported insured or enrolled lives.
