Expands parole eligibility for individuals who committed crimes while under 21 years of age by removing the previous restriction that limited eligibility to those sentenced on or before October 1, 2005, for crimes committed on or before that date

For sentences of 50 years or less, parole eligibility occurs after serving 60% of the sentence or 12 years, whichever is greater

For sentences exceeding 50 years, parole eligibility occurs after serving 30 years

Applies to individuals who received definite or total effective sentences of more than 10 years' incarceration
