Expands the definition of "right of free speech" to include written communications made without actual malice about alleged crimes or discriminatory practices, effective October 1, 2025

Delays expedited hearings on special motions to dismiss when the underlying communication relates to a pending criminal proceeding or discriminatory practice complaint before the Commission on Human Rights or Superior Court

Requires expedited hearings to be held within 60 days after the conclusion of any related pending criminal or discrimination proceeding

Excludes bodily injury and wrongful death claims from anti-SLAPP protections, but preserves the statute's application to emotional distress claims unrelated to bodily injury and to defamation, libel, or slander claims

Allows plaintiffs in bodily injury or wrongful death cases to file special motions to dismiss counterclaims under the anti-SLAPP statute
