Expands existing legal protections for reproductive health care services to explicitly include gender-affirming health care services, defined as treatment for gender dysphoria and gender incongruence per DSM and ICD standards (excludes conversion therapy)

Allows providers sued in other states for providing reproductive or gender-affirming care legal in Connecticut to recover damages in Connecticut courts, including the out-of-state judgment amount, defense costs, and attorney's fees

Prohibits Connecticut licensing boards, the Department of Public Health, and the Commission of Pharmacy from denying licenses or imposing discipline based solely on out-of-state actions against providers for care that is legal in Connecticut

Bars health care institutions from revoking credentials or privileges, and prohibits professional liability insurers from taking adverse actions against providers, based solely on out-of-state disciplinary actions for Connecticut-legal care

Restricts Connecticut courts from issuing subpoenas for out-of-state proceedings and prohibits public agencies from expending resources to assist interstate investigations seeking liability for reproductive or gender-affirming care legal in Connecticut
