Changes administrative law judge awards for permanent partial loss from discretionary ("may") to mandatory ("shall") for cases filed on or after July 1, 1993 that remain pending, and all new filings

Allows injured employees who reach maximum medical improvement but remain totally incapacitated to continue receiving total incapacity benefits under section 31-307 until total incapacity ends

Expands death benefits to include parents of deceased employees when there are no presumptive dependents or persons wholly dependent in fact, with compensation divided equally among parents for up to 312 weeks

Establishes a working group to study rehabilitation services for injured employees, including funding adequacy and methods to encourage utilization such as stipends, with a report due by February 1, 2026
