Prohibits redevelopment agencies from acquiring real property through eminent domain for the primary purpose of increasing local tax revenue or for any purpose that produces income from that property for a private entity

Amends multiple Connecticut statutes governing redevelopment agencies, development agencies, and municipal development projects to add the private income prohibition to existing restrictions on eminent domain use

Requires development plans to include findings that public benefits outweigh private benefits, existing property use cannot be integrated into the project, and eminent domain is reasonably necessary to achieve plan objectives

Excludes from the definition of "business purpose" any real property that produces income for a private entity, effectively narrowing the scope of projects eligible for eminent domain

Takes effect October 1, 2025, and applies to property acquired on or after that date (with one section retroactive to property acquired on or after October 1, 2019)
