Starting fiscal year 2026, each regional council of governments will receive $400,000 annually to fund three positions, including a regional building inspector, to provide technical support for planning and development of additional housing in their region.

The existing $7 million annual distribution to regional councils of governments will continue alongside the new $400,000 allocations, using a formula with base payments and per capita amounts based on census data.

The distribution formula must be reviewed and updated every five years after initial adoption, a requirement that was previously removed for fiscal years 2024-2025.

Regional councils must submit annual expenditure proposals to the Secretary of the Office of Policy and Management describing how funds will be used for regional services, cost savings, and service delivery improvements.

Effective July 1, 2025, amending Section 4-66k of the general statutes governing the regional planning incentive account.
