Municipalities may publish legal notices in weekly newspapers (instead of only daily papers) until June 30, 2026, with a phased transition beginning July 1, 2026 that allows publication either in newspapers with "sufficient circulation" or on municipal websites

"Sufficient circulation" is defined as reaching at least 15% of households in a municipality, calculated by combining print subscribers, online subscribers, and unique online visitors averaged monthly over the preceding 12 months

Starting July 1, 2027, municipalities must publish legal notices both in a qualifying newspaper (if one exists) and on the municipal website, with notices required to remain posted online for at least 90 days

Chief elected officials must identify and evaluate newspapers for sufficient circulation by April 30, 2026, and at least every two years thereafter, selecting one newspaper for legal notice publication by June 30, 2026

Municipalities publishing notices online must post a link on their website homepage and either file copies with the municipal clerk or transmit them electronically to the regional council of governments
