Requires municipalities to use a qualifications-based selection process for professional engineering contracts exceeding $100,000 that are paid wholly or partially with state funding, effective January 1, 2026

Mandates that firms submit statements of qualifications including firm description, examples of similar work, past performance records, project manager credentials, quality control measures, and proposed approach to services

Municipalities must rank firms based on developed criteria and negotiate contracts with the highest-ranked firm at fair and reasonable compensation; if negotiations fail, they may proceed to lower-ranked firms in order

Municipalities must publish on their websites the service description, solicitation instructions, evaluation criteria, and upon contract execution, a list of responding firms with their assigned rankings

Allows municipalities to maintain preapproved lists of engineering firms, with firms required to update qualifications at least every five years, as an alternative to the full public solicitation process
