Requires justices of the peace to pass a written examination administered by the Secretary of the State by May 1, 2026 (for current appointees) or within 120 days of appointment (for new appointees after January 1, 2026)

Prohibits justices of the peace from performing official actions with intent to deceive, using their title in endorsements or promotions, or performing marriages they know to be unlawful or fraudulent

Grants the Secretary of the State authority to investigate allegations of official misconduct and to issue warnings, reprimands, suspensions, or revocations of appointments

Establishes liability provisions holding justices of the peace personally liable for damages caused by misconduct, and holding employers liable when they directed or coerced the misconduct

Creates an 11-member working group to study and report by January 1, 2026 on justice of the peace qualifications, training, oversight, appointment portability, and issues related to human trafficking and marriage fraud
