Requires any person submitting environmental, health, traffic, or economic impact studies with land use applications to disclose the study's author(s), all costs and who paid them, and any conflicts of interest affecting the author's ability to provide unbiased conclusions

Applies to applications before municipal legislative bodies, zoning commissions, planning commissions, planning and zoning commissions, inland wetlands agencies, and zoning boards of appeals

Mandates that decision-making bodies consider whether the disclosed information or failure to include the required disclosure statement impacts the reliability of the submitted study

Overrides any conflicting provisions in special acts, municipal charters, or home rule ordinances

Effective October 1, 2025
