Allows trained staff at Department of Developmental Services (DDS) facilities to administer epinephrine and insulin via auto-injector for acute allergic reactions and diabetes treatment, effective upon passage

Expands the DDS abuse and neglect registry to include community companion home licensees whose licenses were revoked or surrendered due to substantiated abuse or neglect, and community companion home designees with substantiated findings against them, effective October 1, 2025

Grants the Office of the Probate Court Administrator access to the DDS abuse/neglect registry to screen individuals proposed for guardian appointments

Authorizes the Commissioner of Developmental Services or designee to petition for limited financial guardianship authority for protected persons with assets not exceeding $10,000

Renames the DDS "behavioral services program" to "children's services program" throughout relevant statutes and requires health care providers to share information with the commissioner for mortality reviews of persons with intellectual disability under DDS care
