Department of Economic and Community Development may establish a program to sell Connecticut brand merchandise and advertising space, with proceeds deposited in the Tourism Fund, effective July 1, 2025

Expands prevailing wage requirements for DECD-funded construction projects valued at $10 million or more, adding municipalities, regional councils of governments, Connecticut brownfield land banks, and economic development agencies to covered entities, while exempting 501(c)(3) nonprofits and chambers of commerce

Modifies workforce incentive program for employers of individuals with intellectual disabilities by lowering the eligibility threshold from 10% to 5% of workforce, expanding eligibility from nonprofits to all employers, and adjusting grant tiers to $25,000 (5-20% workforce) and $75,000 (21-30% workforce)

Expands permitted uses of state real property under DECD custody to include cultural or historical attractions in addition to manufacturing, economic base businesses, and business support services

Authorizes the state to provide financial assistance, staff, or in-kind contributions to AdvanceCT Foundation, Inc. within available appropriations
