Increases DEEP's expenditure thresholds for real asset alterations from $500,000 to $1 million (without approval) and from $1 million to $3 million (with Department of Administrative Services approval), with annual inflation adjustments beginning July 1, 2028

Expands DEEP commissioner's authority to construct and repair infrastructure including service roads, trails, greenways, bridges, climate resilience systems, and natural resource infrastructure beyond just dams and flood/erosion control systems

Updates radioactive materials definitions to include fusion machines and materials made radioactive by fusion machines under "by-product material" classifications

Modifies commercial fishing license transfer rules by clarifying temporary license reissuance duration (remainder of calendar year) for incapacitated license holders and adding requirements for medical documentation

Repeals several obsolete statutes including sections related to municipal solid waste recycling plans (22a-241), certain environmental provisions (22a-27s, 22a-27t), and commercial fishing reporting requirements (26-157f, 26-192l)
