Permits micro-cultivators with indoor facilities to obtain retailer or hybrid retailer endorsements to sell cannabis directly to consumers, with application fee equal to standard retailer license fees ($25,000)

Establishes statewide operating hours for cannabis retailers: 8am-10pm Monday-Saturday and 10am-6pm Sunday, while allowing expanded packaging flexibility including colors and graphics on product labels
