State agencies contracting with consulting firms for $100,000 or more for studies must report to the government oversight committee within one year on findings and whether recommendations were implemented

Municipalities receiving state grants for studies must report completion to the Auditors of Public Accounts for potential audit and post findings on the Municipal Grant Portal; municipalities cannot receive duplicate grants for the same study within three years

Department of Administrative Services and Department of Transportation must submit annual reports starting February 1, 2026 on state contracts over $50,000 awarded to nonresident bidders, including contract descriptions, terms, costs, and selection methods
