State Elections Enforcement Commission must establish a pilot program for public financing of municipal chief executive officer campaigns in distressed municipalities with populations under 25,000

Applies only to the 2027 municipal election cycle

Participating candidates must agree to limit campaign fundraising and expenditures in exchange for public financing

Candidates who choose not to participate remain subject to standard campaign finance laws under Chapter 155 of the general statutes

Public financing received through this program is exempt from certain restrictions on public funds under section 9-610 of the general statutes
