Allows electors to petition for a referendum on municipal decisions to sell municipal authorities, departments, agencies, or assets, or to privatize services currently performed by municipal employees, effective July 1, 2025

Requires petitions to be signed by 5% or more of municipal electors and filed with the municipal clerk within 30 days of legislative body authorization

Prohibits municipalities from finalizing any such agreement until the 30-day petition period expires and the clerk determines whether the petition meets requirements

If voters reject the sale or privatization at referendum, the municipality is prohibited from pursuing that specific agreement for 5 years

Local charter or ordinance provisions requiring fewer than 5% of electors to petition for referendum take precedence over the state law requirements
