Amends Connecticut's Trust Act to expand restrictions on state and local law enforcement cooperation with federal immigration authorities (ICE), prohibiting arrests based on civil immigration detainers or administrative warrants unless accompanied by a judicial warrant, the individual has been convicted of a Class A or B felony, or is flagged in the federal Terrorist Screening Database.

Expands the definition of "law enforcement officer" to include state's attorneys, Division of Criminal Justice employees, juvenile probation officers, and Board of Pardons and Paroles personnel.

Prohibits all public agencies from disclosing to federal immigration authorities a person's address, workplace, school, or non-public hearing dates and times for immigration enforcement purposes, with limited exceptions for judicial warrants or publicly available information.

Prohibits civil immigration detainer arrests at courthouses or while individuals travel to/from court proceedings, with violations constituting contempt of court and allowing civil actions for damages.

Requires state contracts over $1,000 (effective October 1, 2025) to include a representation that contractors will not cooperate with federal immigration authorities for detention or transportation of individuals protected under the Trust Act.
