Requires the Secretary of the Office of Policy and Management to review and approve instructional staff position requests within 30 days of receiving the superintendent's statement of staffing needs

Extends the debt-free education program (Mary Ann Handley Award) to cover adult education programs at technical education and career schools, not just regional community-technical colleges

Sets minimum awards at $500 for full-time students and $300 for part-time students, covering up to the first 72 credit hours of eligible institutional costs after subtracting financial aid

Requires the Technical Education and Career System superintendent to submit enrollment and award data to the Board of Regents for Higher Education starting fall semester 2025, with the board distributing aggregate award payments to the system
