Requires superintendents to provide school boards with three years of itemized budget data (original and actual amounts for each line item) when preparing annual cost estimates for public school maintenance, effective July 1, 2025

Mandates that at least one board of education member be present during salary and employment negotiations with teachers' or administrators' unions for negotiations occurring on or after July 1, 2025

Reduces maximum out-of-school suspension for preschool through grade 2 students from five days to two days, and requires schools to conduct special education evaluations (rather than just consider convening a meeting) for suspended young students

Requires school resource officer memorandums of understanding to be posted on district and school websites by January 1, 2026, updated every three years, and include graduated response models for student discipline

Expands the interdistrict school choice program to include Madison as an eligible sending and receiving district with New Haven starting in the 2025-2026 school year
