Mandates school boards annually identify and locate every qualified student with a disability not receiving public education, and establish grievance procedures with due process standards for complaints

Requires each school board to designate at least one person to coordinate compliance efforts and to notify parents that the district does not discriminate on the basis of disability

Establishes procedural safeguards including parental notice, right to examine records, impartial hearings with counsel representation, and review procedures for decisions regarding student identification, evaluation, or educational placement
