Replaces the term "solicitor" with "collector" throughout campaign finance statutes to describe individuals appointed by treasurers to receive (but not disburse) funds on behalf of committees

Expands the definition of "campaign-related vendor" to include vendors providing campaign strategy, design or management of campaign communications, and fundraising or management services including hiring subvendors

Creates a new illegal practice for campaign-related vendors paid more than 10% of a Citizens' Election Program grant (or $5,000, whichever is less) who fail to provide complete financial documentation to the qualified candidate committee treasurer

Requires the State Elections Enforcement Commission to adjust contribution limits by July 3, 2025 for 2026 elections based on consumer price index changes from January 1, 2017 through December 31, 2024

Bars candidates from receiving Citizens' Election Program grants if convicted of election-related criminal offenses (unless 8+ years have elapsed) or any felony related to their public office
