Establishes an extended line of gubernatorial succession when both the Lieutenant Governor and Senate President Pro Tempore positions are vacant, effective October 1, 2025

Sets the succession order for permanent vacancies (death, resignation, removal): Speaker of the House → Attorney General → Treasurer → Comptroller → Secretary of the State → House Majority Leader → Senate Majority Leader

Applies the same succession order for temporary circumstances such as gubernatorial impeachment or absence from the state

Successors in permanent vacancy situations serve as Governor until the next regular gubernatorial election; successors in temporary situations serve only until the Governor is acquitted or returns
