Secretary of the Office of Policy and Management must conduct a review of state contracting processes and payment policies for contracts with service providers and nonprofit organizations, in consultation with the Commissioner of Administrative Services, State Comptroller, and Attorney General

Review must assess whether state agency staffing levels are adequate to draft and process contracts, and identify complications from the multi-agency tiered procurement review process

Review must examine payment policy complications that prevent timely payments to service providers and nonprofits after contract approval

Review must evaluate feasibility of using amendable master contracts and allocating carried-forward funds from previous fiscal years to sustain nonprofit programs when contracts are delayed

Secretary must report findings and recommendations for streamlining to the General Assembly's Appropriations Committee by January 1, 2026
