Establishes a working group to study creating a statewide short-term rental registry, examining what information to collect from owners/operators, registration fees, penalties for non-compliance, and enforcement mechanisms

Working group must evaluate safety and health standards for short-term rentals that don't conflict with existing building or fire codes, and whether municipalities should be authorized to impose local taxes on these properties

Membership includes chairpersons and ranking members of the Finance, Local Government, and Commerce committees, plus the Secretary of Policy and Management, Commissioner of Revenue Services, regional council representatives, municipal officials, and short-term rental owners/operators

First meeting must be held within 60 days of the act's effective date, with the Finance Committee chairpersons serving as co-chairs and the committee's administrative staff supporting the working group

Final report with findings and recommendations due to the General Assembly by January 1, 2026, at which point the working group terminates
