Establishes a public school district repair and improvement project program effective July 1, 2025, providing grants to public school operators for minor capital repairs, maintenance, and improvements to school buildings, grounds, HVAC systems, plumbing, electrical systems, and roofing

Authorizes up to $60 million in state bonds, with $30 million becoming effective July 1, 2026, to fund the program through a newly created "district repair and improvement account"

Allocates funds annually on February 1 using a formula: 50% based on total need students (weighted for free/reduced lunch eligibility, multilingual learners, and special education students), 20% distributed equally among all operators, and 30% based on enrollment adjusted by property wealth

Eligible recipients include local and regional boards of education, regional educational service centers, interdistrict magnet schools, endowed academies, and state charter schools

Requires annual reporting by September 1 (starting 2027) on project expenditures, prohibits use of funds for local matching requirements or school building projects under section 10-283, and mandates retention of accounting records for at least three years
