Eliminates all qualifying reasons previously required to vote by absentee ballot in Connecticut, allowing any eligible elector who will not appear at their polling place on election day to vote absentee

Removes the prior restriction limiting absentee voting to specific circumstances such as active military service, absence from town, sickness, physical disability, religious tenets, or election official duties

Updates the absentee ballot inner envelope statement to require voters to simply affirm they "will not appear" at their polling place, rather than certifying they meet specific eligibility criteria

Repeals the requirement that candidates, parties, or political committees include eligibility explanations and penalty warnings when mailing unsolicited absentee ballot applications

Applies changes to primaries, elections, and referendums, with all provisions taking effect upon passage
