Establishes a task force to study achieving 100% voter participation in Connecticut by January 1, 2030, including examining jurisdictions with mandatory voting policies and identifying implementation options and budgetary requirements

Task force consists of 12 members appointed by legislative leaders, the Governor, and the Secretary of the State, with initial appointments due by August 1, 2025 and first meeting by September 1, 2025

Task force must submit findings and recommendations to the General Assembly's elections committee by February 1, 2026, including potential legislation for municipal funding to increase voter participation

Authorizes any municipality to establish a pilot program, within existing resources, to promote 100% voter participation through civic engagement efforts such as voter outreach and education campaigns

Both provisions take effect July 1, 2025
