Amends the definition of "large state contract" in section 4-250 to clarify that contracts between state agencies or quasi-public agencies and political subdivisions of the state are excluded from this classification

"Large state contract" applies to agreements exceeding $500,000 in a calendar or fiscal year covering construction projects, services, procurement, leases, or licensing arrangements

Updates section 4b-24b regarding designated total cost basis projects, requiring contracts over $500,000 for construction, reconstruction, alteration, remodeling, repair, or demolition of public buildings to use prequalified contractors under section 4a-100
