Requires the Department of Motor Vehicles to implement an electronic automatic voter registration system by March 31, 2027, automatically registering eligible applicants for driver's licenses, renewals, or ID cards unless they decline or are determined to be non-citizens.

Mandates voter registration agencies (public assistance offices, disability services, libraries, and other designated offices) to implement similar electronic voter registration systems by March 31, 2027.

Imposes a $5,000 daily penalty on any agency that fails to meet the March 31, 2027 deadline, with funds transferred from the non-compliant agency's budget to the Secretary of the State's office.

Requires public institutions of higher education to use the electronic voter registration system and distribute mail voter registration forms, subject to the same $5,000 daily penalty for non-compliance.

Takes effect October 1, 2025, and amends existing statutes (sections 9-19h, 9-19i, 9-23n, 9-23o, and 9-23p) governing voter registration at state agencies.
